It was a term used to define countries that can be influenced by the two world powers. Said countries were always poor and thus reliant on aid and diplomatic recognition from either of the said powers, thus with the end of the Cold War, third world became a by word any country not developed enough.
People have used "First World", "Second World", and "Third World" to refer to developed countries, developing countries, and undeveloped countries for a while now. It's not just that user who has used it in that context. Plenty of people have used it like that since 1989.

Taxation has little to do with GDP per capita. As far as I am concerned , the accusation is that Panama's economy is based on being a tax haven and that it is so profitable that it explains the growth Panama has had in the last decades. Which is not correct since the finacial services are not that big of a share of the total GDP.

That is the HDI adjusted. It is not the inequality perse. Chile has a way higher HDI as it is so when both are brought down by the inequality the difference stays there. The inequality is measured by the GINI coefficient. pic related.

The thing is that most of the population is part of the middle class or upper. So it is not like a few elite groups have access to this lifestyle. But yes. I am not saying Panama is a first world country either. Not in the rigid definition because we still have people living in terrible conditions, but they are already a small of percentage and rapidly decreasing. So I could see how someone with a more flexible definition could see Panama as at the doors of development. But as long as we have extreme poverty we won't be developed by most standards.
