That doesn't really matter. Many countries have rare earth metals, the US has massive deposits, the only reason China has a monopoly is because they undercut everyone. And getting anything out from under the sea is going to be very expensive, so I doubt Japan is going to be extracting these resources any time soon.
Because the world order us slowly being broken down and the luxuries, power and benefits that western nations used to have is decaying alongside growing competition.
Who the fuck cares of world problems? You don't live in entire world, you live in your city, in your district, in your home.
