Blockchain 3.0 doesn't even exist yet, in my opinion it's things like Nexus in my opinion that could be it: a new infrastructure independant of ISPs. Icon or Aion or other chains that will allow interractions between chains will also make the blockchain space jump forward like Ethereum did
