You don't see traditional clothing at all outside of musical events and festivals. People in backwater villages wear whatever's cheap and endurable, and that's most commonly a pair of jeans, a shirt, and maybe some jacket on top if it's cold.
In cities, you don't see them at all. Both men and women wear tracksuits, but they also often adhere to the jeans+shirt+jacket combo villagers do. Sometimes young girls opt out for tight yoga pants that make their ass look bigger, too.
Skirts/pantyhose/thigh-highs are worn only by prostitutes.
And in the summer, at least where I live, both young men and women wear shorts and tight t-shirts (girls' shirts are short and allow people to see their midriff). Sometimes when it's too hot, girls choose to copy men and stroll around just in short shorts and a bikini top.

I often see people walking around almost naked. More than i like...

Usually, nothing. But when you have people strolling around with old, torn pants, old graphic shirts that have faded and shrinked, and old, stained jackets, it just isn't pleasant to look at. Some people just abandon themselves and let themselves get all smelly, is what I'm trying to say. It's not that there's anything wrong with the kind of clothes they're wearing, it's the clothes themselves.

I've lived in the Northwest and west part of Bulgaria and the people with the description you gave me are usually the village drunkards who live on their parents pensions and occasionally do something for money(like 5 bucks or a beer), even my granpa who lives in the mountains like a hermit and refuses to get down is well dressed. He dresses himself and walks 1:30~2:00h to the nearest village and does his best to look as good as possible. He's like a man in his primetime

Back in my secondary school (aged 13 -17), my school attire are as follows:
Mon - White shirt, school necktie, olive green slack pants, white socks and white canvas shoes
Tues - Similar as Monday
Wed - Week one and third of the month: Uniform Unit dresscode, depending on the unit. There's Red Crescent Unit, Scouts, Police, Puteri Islam (Islamic Princess), Girls Scouts and Fire Brigade unit. I was in the Police Cadet unit, so I wear full uniform police attire including the beret and the noisy tapping black leather shoes, black socks
Week second and fourth: School PE necked T-shirt and PE tracksuits, white canvas shoes and white socks.
Thurs - Long sleeve batik, untucked shirt, white slack pants, black leather shoes or white canvas shoes
Friday - Baju Melayu (Malay Kurung Attire), Songkok (Malay Hat), School Samping (a piece of golden thread cloth worn around the waist), black leather shoes or white canvas shoes, white/black socks. Sandals are allowed for males only because it's for Friday prayer right after school.
Sat and Sun - No schools.
