Not all boroughs of NYC are equal. Manhattan (Midtown and Downtown) is the most expensive, and is what people worldwide think of when NYC comes to mind. If you're not rich (with some exceptions i.e. Forest Hills Gardens, Williamsburg, etc.), you're more likely to live in the outer boroughs.
I've been to all 5 boroughs, and the Bronx is the worst borough I've seen. If you've never lived in the ghetto before, your jaw will drop at the type of shit you'll see. Literal 3rd world status, but conversely, it's possibly the last bastion of old school NYC that remains.
What difference does it make to the seller whether you have cash or are using a loan?
Affordable housing policies/Section 8 housing is on the rise. Bloomberg and Giuliani spent their terms bulldozing the poor and homeless out of Manhattan and slowly out of NYC, but the current mayor DeBlasio is just letting them back in in packs while the NYPD can't do shit about it.
For houses if you pay with cash, the seller will usually offer you a slightly lower price than their asking and will pocket a bit of the cash. Not sure besides that. Since NYC is heavily cucked by taxes of every degree and kind, cash is king here in some sense.
Lenders require inspections, and other requirements, that are generally born by the seller. None of those are required if your buyer pays cash. It's just a lot less bullshit to go through as a seller.
