Anyway to answer your question, you could just spend the XMR directly. Also there's plenty of ways your chain could be vulnerable, depending on what you mean by "safe." Safe against viruses intercepting and tracking your money? Changing addresses and taking your money? Or safe against government agencies from seeing where your money was spent? Regarding viruses, your chain has nothing to protect against that. Regarding government, spend the XMR directly, get a secure VPN while you are on Tor, use a Tails booted burner laptop for this as well. You're missing a shitload of steps there.

Just buy XMR. If the XMR are sent from the exchange wallet to your own, they can't be traced back to that exchange anyway (because of the ring signature protocol)
