At the time of early colonization: 16th to 18th century, few countries in Europe were really unified + had a sea access. Pretty much only Portugal, Spain, France and England were. and France was poorly interested in colonies until later.

Italy and Germany only became unified in the late 19th century, they were not unified and strong before that.

First of all there was no centralized italian "state" as could be said of Spain, France or England. Secondly, Italy wasn't exactly ideally located for transatlantic colonisation being as it is entirely deprived of Atlantic coast.
