Yeah this is true.
I was studying up a bit online using anki, duolingo, downloadable books, and stuff like that.
These online tools help to recognize words but ultimately you will need to work on sentence structure and grammar.
On site German classes can really aid with those subjects.
It also helps to have someone experienced with both English and the language you are trying to learn.
So that you are able to ask for help on stuff you don't understand.
I paid around 300 for a semester in college(around 4 months time 2 classes a week).
Also if you were ever thinking about getting a job or studying in Germany, those certifications help a lot, especially coming from the Goethe-Institut
I would say the Goethe-Institut looks to be quite worth it.
I might end up enrolling as well.
