it's complicated
first of all we were on the opposing side in several wars, as yugoslavia was being formed
there was a german monarchy
and like the other user said the USSR (stalin) didn't want to share. a free bulgaria gave more legitimacy to the warsaw pact and the "allies" of the soviets overall (anti-imperialist, also a free bg is an extra vote in the UN, whatever that is worth)
we were on the side of soviets in the korean wars, and other conflicts, providing some support (tho mostly again international PR), meanwhile yugo has it's own politics
the bg leadership tried to join yugo, overall they didn't care even if they get annex by the soviets, but stalin and tito didn't get along
tito / yugoslavia had plans to annex by, as well as albania, greece, etc. and that didn't sit well with the soviets as they had enough things to worry about

An interesting point of view, did not think about it. But why didn't the union take place in the interwar period?
What was too poor? Yugoslavia or Bulgaria?

in the 1st balkan war, we fielded the biggest army, and kicked the most turk ass on ground
in the 2nd balkan war, we would have beaten the serbs (and maybe greeks) has the romanians and turks not backstabbed us.
in the 1st world war, pic related. in the second world war, in the second, we didn't really do much fighting, but we did occupy macedonia

meanwhile serbia has it's ass kicked by the germans/austro-hungarins
it would have been quite unrealistic to take away our only recently hard fought sovereignty, while they had the western balkans to turn into serbs as well
(and we generally had the support of both the germans and russians, as both had an interest in us- we never did declare war on the russians / fight them, unlike the romanians)

In the proposed Balkan federation, Yugoslavia wanted Bulgaria to be on the level of the substates that formed it (Serbia, Croatia, etc.), while Bulgaria wanted the federation to consist of Bulgaria and Yugoslavia as equal states.

The only possible unification between Bulgaria and Serbia would have been right after the unification between Bulgaria and East Rumelia in 1885, if the Serbs hadn't declared war instead.

my understanding is montenegrins and bosnians are serbs anyway, and the croats and slovenes were under austro-hungarian rule for a very long time and were happy to have a state of their own, be it a federation
tito was also keeping the serb nationalism down, changed the language (and alphabets?) for everyone, it was after his death that shit started hitting the fan

serbs were the winners of both world wars, even if just technically.

Why the Karageorgevichs did not divide Yugoslavia into the Catholic and Orthodox kingdoms? For example, the Romanovs divided Poland and Russia into two different states under one crown. It seems to me that the Karageorgevichs could unite Slovenia and Croatia into one catholic state, and Bulgaria, Macedonia, Serbia into another orthodox state. It would be more logical and stable. Most likely, the problem is that the Romanovs were half Germans, and the Karageorghievichs were absolute Serbs and Serbian nationalists. Therefore, instead of Yugoslavia, a great Serbia turned out.

It's sad that with the departure of communism, Russia itself disintegrated. If it were not the collapse of Russia, wars in Yugoslavia, Transnistria, Chechnya, Georgia, Armenia, Tajikistan, the Donbas could be avoided. Unfortunately, there are no changes in Russia, only corruption, growth of Muslims and separatists, emigration of the population. And Turkey is becoming stronger and stronger, a new Ottoman empire.

It was inevitable, it's what half a century had been building up towards.
