Well japan has a military, but it's only used as a means of defense, so in its most barebones of forms, its only sent over away from Japan for aid, but it was of Japans own free will that they declared to never use a military for anything but defense, not the Americans.

It was draining the Navy's money, while the other ships were getting older and older with no replacement on sight, so good. Plus for the types of operations they make today, a carrier was useless. A Heli-carrier is much more suitable for them.
