Not as popular as it is in USA and Canada, but there is a culture around it here. You have Arctic Trucks here who are very well known, and some other minor companies that lift trucks. The further inland you drive the more likely you are to sport them on the road.
A lot of those parts come with a sticker of some sort that you would show to prove they are properly certified. That said, the people that drive these type of trucks are usually good ole' boy types that the cops dont fuck with. Try modding a Honda and the cops will be all over you for illegal mods.

I kinda don't entirely dislike lowered trucks for looks alone, but if you're gonna drive something that effectively works like a car you might as well drive an actual car so you're not stuck in some plastic tub interior for Mexican landscapers. You'll never get the cheap utility look out of truck interiors even if you slap leather seats in them and call them King Ranch or Laramie Longhorn.

Large trucks like an F-350 are engineered for towing. They are, ironically, not that great off-road.

You can tow fine with a gas-engined truck. Sure, diesel has more torque and yada yada, but the gas engines in those produce plenty themselves
Thing is a turbodiesel accomplishes the same capability with half the displacement of a petrol, and isn't a complete fuel hog the 95% of the time you're not towing.
I've always wanted to buy a beater diesel pickup, and put lights, and a push bar on it. Too bad ICBC charges so much for insurance

Most states do not have inspections.
...and most of the states that do inspections check the exhaust emissions only. Checking the thickness of your breakpads and how bright your headlights are is some commie bullshit.
My type of bullbar you could get approved within a certain date. After that its illegal unless that written into the title. Legal bullbars now need to have the ECE-marking & papers, and you cant get that on the type I have due to its height.

Ironically that one (frankly useless and dangerous) freedom is preventing access to much more valuable freedoms, such as being able to participate in public traffic without having to worry about the road worthiness of every vehicle around you. Thorough vehicle inspections are also one of the pillars enabling us to have highways with no general speed limit. Is being allowed to drive complete death traps worth giving up so many other things for?
Most of America has no viable public transportation system. If you take away poor peoples cars that will do much more damage. I have lived in a state with "safety" vehicle inspections. People still drive unsafe vehicles. You just buy your friend 'Joe the mechanic' a case of beer and he gives you the sticker anyway. It hurt people who dont want to break the law the most. Single mother, some asshat mechanic telling her that her blinker fluid needs to be adjusted or she cant leave the lot.
Better than single mother leaving the lot with shot brakes and the mechanic being unable to do anything about it because lol no inspections.
Just extra lights in general seem pretty normal on cars here, but I guess a large light bar is harder to get approved. I think strict rules combined with high cost is a turn off for some would-be car modders.
The point is the inspections dont do anything. Mechanics force repairs that you dont need. People who have shit cars still get the permit if they want to pay a little extra. In the end the poor get fucked and the roads are no safer. Owning a car in America isnt a rich persons pursuit like it is in Europe. Basically every adult needs to have one here and its not affordable for everybody to drive a brand new Mercedes.
