Objectively Bach, but the problem is that most of his music was lost to time. Guy wrote a song every week for like 40 years.
Subjectively Beethoven. He did his own thing which was cool. Liszt was too try-hard for my taste.

Look, I like the Planets too, especially the rendition of Jupiter in Civ 5, but comparing Gustav Holst to fucking Bach is inane. Bach invented the concept of classical music, all that came after was derivative of his work until Atonality and we all know what THAT sounds like.
