Russia is not a threat the way Soviet Union way. It is not a competition at all, at least not to the USA. Russia is a threat only as a rogue country: it is still able to kill a lot of people and create a lot of chaos. That's the only "strenght" of Russia.

Weak Russia is less dangerous for strong countries like the USA, but incomparably more dangerous for weak countries like Poland. That's why we are having a problem now, paradoxically. Yes, they rotate their forces to Poland in permanent way - it happens all the time, but there is always a risk that someday the brigade A goes away, but brigade B won't arrive and we are fucked. If Poland had classic exterritorial PERMANENT US Army bases, this risk wouldn't exist.
