Depends on how you define "good" and "bad". If we define bad as conquering other Europeans and just general warlike behaviour, then the French are the worst offenders. If we define bad as ruthless pragmatism, a willingness to break treaties and ignore customs, then England would be considered the worst.

Of course, the elites ruling England weren't English, the French acknowledge/ignore this when it suits them. The truth of the matter is before the French invaded England, the English were neutral islanders who regularly got shat on by the Norse. They had no business with the continent, somewhat isolationist. In 1066 after fighting off a Norse invasion the English king died fighting against the French, who invaded England with zero real justification whatsoever other than the fact they wanted more land. Then they killed all the local nobility and gave the land to Frenchmen. From that day forward the nobles of England considered themselves French, they spoke French and dressed in French styles. The Hundred Years War wasn't so much a war between England and France as it was a French civil war. The English soldiers were just meat for the grinder. So by this logic, aren't England's crimes technically French?
