You picked a very interesting example. But there is a super easy answer to it: the tests were designed by RETARD.
You know how emmisions are tested on old cars? You put "vacuum cleaner with a chip" to the exhaust of the car and measure the emmisions. BUT with new cars, you simply plug USB cable to the engine itself and the whole test can be described as >engine, are you ECO friendly? >engine: i am okay! >passed
So really, in this case it was all about easy to circumvent test. Also many professionals were telling about issue of *impossible to pass emmisions norms* for years.
And as user says, it wasnt only germany, literally every car company solved thus test in the same way.
Btw same principle is with average fuel consumption per km. When they test the car, it switches to special mode in very special conditions. In normal use you will NEVER reach the values on paper.
One thing is to design regulations and laws. Different thing is to enforce them and validate...

They also knew about the bad situation of their nature, but ignored it. And what could they do about it? Nothing. I beg to disagree. Prehistoric, classical people lived in relative harmony with nature and themselves.Things weren't perfect of course, life was in many ways more difficult than today, but in others, a lot easier. You won't find much evidence however, that they would've been driven by excessive greed. That is a uniquely capitalist quality. In my opinion it was the industrial revolution that brought this disease upon us. When that happened, the world went to shit.
