No, that's never been true. If you read the reports from pilots who got to train on Mig-29s against F-16s back in the 90s, the Mig-29 was pretty good WVR but completely outclassed in BVR.

In actual combat, Mig-29s have never shot down a Western aircraft, while F-15s and F-16s have downed plenty of 29s.
