Um, that radar is for that unit. Syria and Russia have radar covering Syria, yet no air raid sirens until the cruise missiles started hitting targets.
Obviously Russia/Syrian theater radar is too poor to detect cruise missiles incoming.

Just a reminder, there's no air raid sirens in the videos of damascus until after the missiles hit. Russia/Syria had no fucking clue it was coming until it was too late.
