The reason Iran and Saudi Arabia dislikes each other is because sunni superpower and shiia superpower.
Saudis Arabia's ideology wahabism is like the Islamic states ideology. Naturally they are enemies. Azerbaijan is not a superpower and won't ever be one in the foreseeable future so that is why they have 'good' relations.
