I think you might be overrating Waterford slightly and Galway beating Kilkenny in the LSHC isn't as certain as it was before the League final. Tipp's inconsistency could rear its head again this season too.
If one of the Leinster teams win it, which will likely be Laois it means either Offaly or Dublin are relegated which isn't really fair since both are better than Laois.

Waterford had their chance. Munster is looking exceptionally strong this year, so for Waterford it won't simply a case of losing to Tipp and beating everybody else to secure a place in the qualifiers.

Waterford were good; very good in fact. But they never capitalised on it like Tipperary and Galway did. Now there is evidence to suggest that they might be on a downward trajectory.

I think you're taking the term "Waterford meme" a bit too seriously - it was definitely meant as a joke. Nobody really considers them a meme and they're still a potent team. But many would argue that they wasted their best chances at glory and are unlikely to reach those heights again this season.

I can see Limerick coming third or even second in Munster. They're unlikely to beat Tipp, but based on their League performance, they could feasibly beat any other county in Munster.

Despite this however, they are not among the favourites to make it out of Munster this year. As I said, there is evidence to suggest that their star is fading. They could still surprise though. The MSHC is expected to be very intense.

Offaly are still rather mediocre, Wexford don't have a squad and the next best in Laois are shite.
That leaves Galway, Kilkenny and Dublin and the Dubs probably aren't up to much.

Probably the only fixture I want Kilkenny to win.
They don't have the same quality of players, particularly on the bench, as the teams that would be considered ahead of them, particularly after losing Guiney, and that's why they won't make a real challenge or bother any of the teams in the latter stages of the season.

While you're right in saying that there isn't much depth in the Wexford panel, Waterford had a similar problem yet were still able to make an All-Ireland final. Wexford's strength in recent years hasn't relied on the individual quality of their players anyway, so even losing Guiney might not be the end of the world.
Kilkenny will often start a match in low gear to assess the capability of a team and then select the appropriate tempo to beat them. I think that's the reason that Kilkenny usually don't win by landslides even against shit teams. Cody wouldn't want to over-exert the team against minnows.
