No they are constantly kept in top condition. Even in Amsterdam's worst ghetto (pic related) it is kept in very good condition you would have no idea you're in a dangerous part. I remember touring the churches/castles near Lviv and the tour guide said how the government gives money to the owners to uptake and make renovations but the money just disappear and the building continue to decay.
