Yeah, for historical reason panama would be granted to Colombia and Costa Rica would be subjected to a plebiscite/referendum to choose which country they'd like to go to. Again, for historical + ethnical reasons they'd end up being part of the Panama, Colombia, Venezuela, Ecuador union.
