Hanoi used very little of its actual troops, and told the NLF they'd "get reinforcements" and "trucks will take you to the presidential palace" as soon as they occupied major buildings and bases which they did. They did that and nothing came.
It was essentially Ho Chi Minh's way of fucking over three people that might oppose him, since the Viet Cong were actually independent and alot started defecting.

Dude, the Viet Cong WAS An American creation. The OSS literally started the chain reaction that turned them from a literal rag-tag group of people armed with bolt actions into a modern conventional army capable of fully mechanized warfare.
