"On-chain scaling" is a myth. You can't transfer 100 GB blocks, validate them and store them indefinitely every 10 minutes. Moore's law can't keep up. You've really underestimated "scale" if you think it will be practical for a distributed network to keep up, when even highly-centralized databases have capacity and scaling limitations.

A hub and spoke network implies there are certain "privileged" nodes who can connect to as many nodes as they want, and "unprivileged" nodes, who can only connect to the privileged ones.

LN is nothing like this because anyone can connect to anyone, and can open as many channels as you want. You can simply route around the "hubs".

Even if you use a "hub" (which is merely a node which has many channels open), the hub can't actually do anything with your money - it's just a proxying service which delivers money to another channel for a small fee.

Anyone can become a "hub" with a few mBTC and a Raspberry Pi. Just run the daemon and open 100 channels to random nodes. Congrats, you're now a "bank".
