It's an economic protection measure for Russian agricultural.
The majority of cash crops produces in Russia are non-GMO. Russian agricultural lags significantly behind US agricultural. Something north of 90% of Russian agriculture doesn't use modern bioengineering.
Russia cannot afford to start a trade war with the US, so they banned a certain class of products that are functionally identical with what they produce under the pretense of banning GMO's.
It has zero to do with safety. GMO food is in no way less safe than NON-GMO food. Period. It's an economic measure protecting Russian agricultural.

Conservative estimates on how many vaccines at a time a child can tolerate is in the thousands. Advances in medicine have reduced the number of vaccines that children need to take, though.
