Also the Soviets didn’t really use cybernetic planning, that was one of their main problems actually, since the sheer number of people required to process all their economic information created a bloated bureaucracy. Automating the bureaucratic grunt work and planning process (something that has already been successfully done with stock trading) would cut down on this significantly.

Malaysian government is still reliant on oil exports. The recent trend in high tech industry is an attempt to escape the middle income trap they're stuck as they realized they always can't depend on oil.

Though that still doesn't change the fact they're moving to a more industrialized economy and tech oriented economy. So that makes them better than the likes of Iran, Egypt and Saudi Arabia.

Ressources are allocated by people simultaneously being willing to sell and to buy at a price. If someone can't afford food, that's because no one wants to sell at the price he proposes. By arttificially giving people food they can't afford you actually make things worse, because the population that can't support itself will grow. That's what happened in Africa. If no one interferred with market mechanisms, a far lower number of people would have starved. In my opinion that would have been less bad than artificially creating a situation in that millions of people will starve and others are forced to pay for this via taxes that the government distributes in Africa.
