Cossackery was an estate back in the Empire, which had specific set of rights and duties, such as right to bear arms, enforce violence aganst protesters, etc. After the revolutions and civil war, all the estates were abolished. After the fall of USSR the cossacks were recognised as the "specific historical community" or somethign like that, and many cossack organisations were opened around the country, even in the places where cossacks have never settled. Members of cossack organisations have right to bear melee weapoms (sabers) and sometimes charged with the duty of assisting the police.
Today they're serving the same purpose the SA in Germany served - to assist the party while keeping the party's hands clean.
I meant that they could set an explosive lab in the local opposition HQ and frame them as terrorists. Though that would be quite weak accusation, sine Navalny is a sissy who would never pick up the arms against anyone.
