Compared to a proper wall, these things are easy to build and to remove again. Also, you might need a special permit to build a wall.
They just serve as a fence/visual cover most of the time. I guess it's also better for noise protection than a regular fence

People don't really build high walls around their houses here.
People here have these wire nets, since they are allowed to put anywhere, and then they let something green grow on it to make it solid and prevent people seeing into their yards. Also stops dust if your road is shit and traffic is heavy.

My company is currently contracted over where the most recent mass fire happened over here in cali. Prior to us getting hired, the construction workers had their equipment in locked shipping containers with bulldozers blocking the door. Despite that, they still managed to hotwire the damn bulldozer and bust an advanced lock similar to pic related.
