Japan is the right mix of Western and non-Western. Normal enough that most people are comfortable with it, yet weird enough that people find it quirky.

Anime is more popular in Europe than America. TV stations make a lot more money with shows they own so there are very few foreign productions shown and Americans mostly don't know them

When I was finishing high school I was super bored and wanted to learn new language. I was always interested in Asian languages because I wanted to know how those characters work. At first I wanted to learn Korean cause I was playing sc at the time but there were like no good textbooks. But Japanese material was everywhere (thanks weebs). Eventually I've started reading about bonsais and got into teas. Also they have beautiful nature. So many mountains and forest. Definitely want to go there some day.
So yeah, you can like Japan and stuff they do even without liking anime or having yellow fever.
We don't really see martial arts and stuff like that as specifically Japanese. It's more generic Asian or even specifically Chinese

At the mass level there *wasn't* much interest in Japanese culture, but for tastemakers it was common even before World War I. Google "Japonisme." Mass culture interest in Japan came during the bubble economy and even more after anime was broadcast on TV
