Not always true. GE just surged 5% on beating earnings because everyone expected it to miss.

Basically the price only moves the other way if there is significant expectation for companies to over or underperform.

Yeah but they can appeal it and weasel their way out of paying the full amount. Like I know a guy who got hit by a fine, and he just did like some community service instead of paying, so they're going to get it reduced, then turn it into a charitable donation thing where they just end up taking it out of their advertising budget. If yes, success would be liberally priced in leading to a greater risk of an earning dump.
In no, stock would be shorted and any piece of good news or less shitty results than expected will results would pop the SP.
