It essentially is though. On paper we might just be voting on whether to retain or repeal the 8th amendment, but since the government has already announced what legislation will replace the 8th amendment, we are effectively voting on that legislation too. To claim otherwise is disingenuous.

I wouldn't say it's the same thing. The left generally doesn't call it's supporters to action by playing on some kind of fear of right wing extremists. They have a more optimistic tone when whipping up support.
I mean they probably could. The difference between those figures would be that statistically, the right using them are mostly exagerating, while the left using them are talking about an actual threat that causes a large share of the violence and terrorism we see perpetrated every year.
