F16 didn't take as long to develop and it didn't go this far over budget. Hell part of the reason f16 was approved was that the f15 was too expensive.

Also it should be mentioned that R&D is very expensive and the US is one of the only countries putting serious resources into stealth technology.

Also the f35 costs more than eight times the Manhattan project's inflation adjusted budget.

It's going for around 90 mil each, much cheaper than their starting asking price of 120

Everything is always over budget. F-35 project has been constantly been shat on and often using false claims. Then the newest results come in and they show it is a great plane. The pilots love it and it does things like dominate very challenging conditions in Red Flag war games by beating other planes 20:1.

... oh and this $163B over budget was using the estimates of the total project cost until 2070. It is also in then-dollars meaning inflation is in there.
