This states that that one may not distribute or receive CP across state lines, through the mail, or over a computer network. It also says one may not knowingly distribute or receive CP. That part is where you have a loophole, because of factoring in intent. A 13 year old taking nudes of themselves isn't intending to knowingly produce or distribute CP, quite probably at that age one would not even know what CP is. Obviously some guy photographing himself sodomizing his niece very much is intending to produce CP.
My point is that there's tons of holes in this that a skillful lawyer can point out.
