Where I come from, you don't have to kidnap children and force them to read.
There is a thing called "school".
If you have well educated (university-educated) teachers who get paid a good salary (40k+) and have motivation for their job (as proven by their willingness to go through a 5 year degree to become a teacher), then you will have well educated children with a high literacy rate.
