Yes, mainly because for Japanese, able to speak English fluently is a huge thing that is literally impossible other than Japanese born in other nations

They would have to be either born abroad, or extremely detached from Japan and its culture despite living in Japan, isolated in your own English bubble.
I think that you get little few opportunities to use English over there and it would be a tad abnormal if you ditched all of the Japanese TV shows others are watching, and started watching solely stuff like Olive Kitteridge, Breaking Bad and Top Gear, and communicating with solely English speakers most of the day.
Can you picture a person who uses a foreign language 90% of the day, and uses his own only when he really needs to?
You wouldn't be able to discuss TV shows and such with others and that would be socially alienating for some people - these talks about shows can function as a social lubricant and make it easier to befriend people.
They are not Japanese to be honest
