Surnames in early 15th century were restricted nobility, then mass adoption came later in 17th and 18th century by then Catholic church was dominated by Poles, and likewise Lutheran church by Germans in Latvia and the clergy in most cases didn't bother translating or outright giving ethnic surnames. Also keep in mind you inherit surname from your male line, that would mean half of Latvians are Germans or half Lithuanians are Poles. But that isn't the case since these populations don't show very large genetic drift nor do they carry their Y-DNA parental markers to these population considering half of their populations are supposedly descendants from them or mixed with them and received those surnames.
