A lot of people think they are more "grown up" if they wear warm clothes in the summer for some reason.
I'm rocking a pair of shorts, flip flops and a t-shirt all day long.
And soon the "manchildren" comments etc will start popping up here.

Only some losers think that. Graphic t-s and cargo shorts are still something quite American and only total slobs would wear over here but regardless most adults own shorts.
Wearing them to work is another story, but I doubt it's acceptable in the USA.

No one uses suits here at work, maybe a lawyer or something but not normal office workers.

Well most normal office workers over here still wear normal jeans or chinos in summer. Shorts are seen as that thin line you become too casual.

I would say in Europe the biggest problem people have with this look are the cargo shorts. They're dadcore and people often wear chino shorts which look better fitted.

I fail to see the issue. As long as it hasn't been raining and you don't step in anything that will stick to your shoes, wearing shoes won't make your carpet dirty.
