I'm an American and dealing with Brits in Los Angeles I'd definitely say that they have the stereotype as typically being like the bottom image.
Brits can be generalized as well spoken White Trash whom sometimes get lucky and have a good idea, but are largely loud utterly useless garbage.. They're very similar to White-Americans in that sense.

There is a huge cultural divide between the lower and upper classes here.
I don't think this divide exists in the same way elsewhere in Europe.
The lower classes tend to have absolutely no refinement, but are often decent at heart.
The upper classes are very civilised overall.
