Well, considering you can catch and cook perch really cheap and fast I would assume they have a large income anyway.

Something my family has always cooked a lot of is Sik (I think it's called Whitefish in English).
Tastes really good, not very bony compared to other fish and plenty to find in these waters.

I'm not too sure about it, but it seems most use cases and areas require it, and *some* land owners can apparently legally confiscate your gear and fine you if you are caught in the act not having a card. I've spoken to a care taker (fisketillsynsman) of a natural reserve about it. Anyone is free to visit it, camp there, make fires, etc, but fishing in the lake requires the card and he found it funny when foreigners illegally fished and sperged out and when he caught them and confiscated their stuff. One of them jumped in front of his car while chimping out and shit, so he had to call the police.
