Well, considering you can catch and cook perch really cheap and fast I would assume they have a large income anyway.
I'm a pretty big dude (6.3", 290 lbs) thanks to my job as a trucker but I can eat maybe 3 good sized perches if they are grilled or fried. More than that and I'm close to vomiting. They fill you up real good.

I'm not too sure about it, but it seems most use cases and areas require it, and *some* land owners can apparently legally confiscate your gear and fine you if you are caught in the act not having a card. I've spoken to a care taker (fisketillsynsman) of a natural reserve about it. Anyone is free to visit it, camp there, make fires, etc, but fishing in the lake requires the card and he found it funny when foreigners illegally fished and sperged out and when he caught them and confiscated their stuff. One of them jumped in front of his car while chimping out and shit, so he had to call the police.
