It's not out of sheer blackness though, there was actually a time when black nuclear families were more often intact than white nuclear families. It all changed when the government incentivized poverty and single motherhood. And since the black community was in a rough period when this was set in motion there was never really a climb out of poverty yet. Now a lot of these people rely on the social safety net, which I believe was made as accessible to blacks as it is today because no politician wanted to be branded as a racist. Now if there's some policy out to get black people, it has to be the culmination of planned parenthood and the social safety net with both working in tandem to keep black people few and poor.
