Russia das a very conservative country pre-USSR, and a Communist country during the USSR obviously. All of the wealthy counties today became wealthy due to embracing free market liberalism, which both conservatives and communists despised. Aristocrats and nobles fought liberalism every step of the way so rich people wouldn't take away their power and glory. And communists fought liberalism because they are morons.
Russia is more liberal now than ever but sanctions will continue to hold them down until they become friendly with the rest of the globe.
