In all likelihood the addition of another gun would only escalate the chaos of the situation. Would reckon that few people caught in the shootings know who the perp is so adding another man with a gun doesn't do much to ensure the safety of others, especially if there's a shootout between gunman 1 and 2. Secondly a school shouldn't need a highly trained professional to look out for shooters, that wouldn't do anything to solve the root cause of the problem, only to act as a safeguard in the event.
In a scenario where there's another (good) gunman, it just makes it harder for officials to find their target.
