If you study American history closely, there are two main groups that actually control the country:

Best in terms of personality/moral character would have to be John Quincy Adams, but again, he did more in Congress than he did as president

Probably, he did a lot for infrastructure and despite being a republican taxed the rich. He also wasn't a pervert and didn't get us involved in any wars like later presidents.
Eisenhower wasn't involved in WWI. His requests to be transferred to France got rejected and he was forced to spend the war training soldiers in Pennsylvania.

Eh? Eisenhower was very much a typical small town Republican of the early 20th century. Although he did not attempt to roll back the New Deal, he also did not make an effort to expand it. The idea of an interventionalist foreign policy and making the world safe for democracy was a Wilsonian idea pursued by Democrats.
There have been many great statesmen and orators to hold office (our current holder of the office is not among them). I'd have to say that Lincoln has to top the list, his character, tenacity, and faith saw this country through the ruinous threat of dissolution and sundering of our common prosperity.

Not at all. The guy was an opportunist who saw politics only in short term, immediate gain and had no greater vision. Him and Kissinger didn't have Reagan's vision of a world without Soviet communism. To them, the Cold War was just a fact of life and they never imagined it changing in their lifetimes.
