Oh yes, the economy is growing at a good rate, and the next decade is looking like it will be a good one. But the Philippines has very stark inequality, with most economic growth not hitting the poorest segments of society.
Rather, you're looking at the nice parts of filipino cities spreading out and simply forcing slums towards newer peripheries.

GDP doesn't come and go, generally. It fluctuates, but unless there's significant events (like the Marcos era) it does not do so wildly. Assuming Duterte doesn't declare martial law and generate some new insurgencies, current GDP growth can be expected to continue at roughly its current rate, maybe a bit of a drop but not enough to make the economy stagnant.

The problem with those indices are that they're purely comparative each year. A lot changes in a country in the short term, some new infrastructure project is completed in a few countries, a new administration makes a few gaffs, and so on. It's hard for any country to consistently stay daang matuwid in the short term. But long term, GDP growth is much stabler of an indicator.
That aside, lol well I mean the Philippines has consistently not applied it's economic growth well.
Again, the benefits of economic growth in the philippines is unevenly distributed. Around 40% of folks barely see a dime of economic growth, while the rest are getting some real comfortable digs. The thing most shocking about poverty in the Philippines is not the slums, but how short of a trip it is to go from them to a nice airconned mall where the stores costs more than in the west.

overpop isn't actually that huge an issue outside of manila, I mean it's an issue since economies transitioning from agriculture to urban-based industry always encounter urban overcrowding, but Manila is very much a special case. Y'know, it's *the* city in the Philippines. You don't just go to the nearest city, if you've got so much as a few pesos to scrape together you go to Manila.
