but only the military us a 24-hours clock so I always just assumed it was a civilian/enlisted divide growing up
there might be a better reason like for farmers or something from history

Yeah, this is also something I've noticed over here. I don't know if it's just in the area I grew up in, or whether everyone does it, but few people say 23 o'clock ; they're more likely to say just "11" in casual speech and let the context handle the rest.
You also hear "7 in the morning" and "7 in the afternoon", sometimes, too.
Likely because there are less syllables in the 12 hour system: it's a lot easier to say "deset" instead of "dvadeset i dva".
