He basically did try to reform Russia, but things were already too broken after Brezhnev and Afghan war. The reforms came too quick and there were so many upset client states that the whole think just imploded
China by contrast was majority ethnic Han and pursued a far slower shift in gears with less focus on western style freedoms (and willingness to be brutal if necessary)
Russian didn't have the stomach for this at the time
