I live in quebec, I pay a flat rate for electricity in my local, and it is enforced by law that HydroQuebec can't distinguish by domicile, so although year to year the prices can go up/down, i personally don't get charged.
I pay 75 dollars canadian every month, and I make several hundred dollars mineing bitcoin.
