Urdu could only the second language of 2 percent of the country at best (Pakistani immigrants, that too we have to not take the ones who speak Urdu as their mother tongue into consideration). Doesn't the native population of Britain learn French and German as second languages? Surely the percentage for fluency in these languages should exceed 2 percent at least.

Except Russian I can speak English and Polish. Can understand Belarussian and Ukrainian. Probably half of Czech/Slovak too, but didn't try yet.
