The external debt wasn't cancelled alltogether, there was a settlement which reduced it to about 50%. The Marshal plan money was included in the debt (other countries didn't have to repay Marshal plan aid).

Not sure where you have that figure from, but that was maybe internal+external debt. The internal debt being the much larger proportion, which was cancelled by devaluation of the currency.

You should also take into account that some of Germany's industrial plants were dismanteld or destroyed in the imediate post-war years, along with some other disadvantegous measures (e.g. coal exports far below world market prices or abolished protection for German patents).
