No, but such a lop-sided article intentionally slants the truth of what happened. Most of the hard claims rely on James Harris' testimony during his time as envoy in St Petersburg, but the article only cites papers written by Russian Americans rather than Harris' own letters. For instance Lord Stormont didn't offer Minorca to get Russia to "join the British in the war", it was for Catherine to effectuate a peace conference, and not with the Americans (who Stormont felt wouldn't accept a foreign peace-broker) but with France and Spain. And this is just one falsehood.
