Their logic is that whomever was smart and fast enough to claim a chair upon opening of a venue is entitled to it, as it's a way they can be aggressive without actually having to worry about a consequence of conflict.

If someone were to go and take the chair they claimed because the German was not present, the German would throw a bitch fit and claim that it's not fair and that the rules stipulate first claim means they get the chair but the German will eventually cower away from true conflict when their weird form of sheltered passive aggressive claiming of space is questioned.
